Victor provides political, security, and operational risk analysis on the Middle East. He produces pieces for Control Risks’ online subscription service and website and regularly delivers bespoke reports and briefings for clients across a wide range of industries.

In particular, Victor supports clients looking to enter Egypt and the Levant region by analysing market entry risks pertaining to policymaking, contract, and reputational issues.

Recent tasks that Victor has worked on include:

  • Regular monitoring of developments pertaining to the Israel-Hamas conflict and their local, regional, and global implications, as well as regular updates to 4-week and 12-month scenarios for a wide range of clients
  • Market entry study of Egypt’s mining sector, including an assessment of policy, infrastructural and ESG risks for an international mining company considering extractive operations in the country
  • Analysis of sanction evasion and money laundering issues in Lebanon over the past decade to assess integrity risks associated with suspicious payments received by a European food company
  • Assessment of exposure to reputational threats, human rights risk, and conflict dynamics for a Western company with many partners in the West Bank (Palestinian Territories), including in settlements

  • Before joining Control Risks, Victor worked at IHS Markit (now S&P global) as an analyst and consultant focusing on oil markets and midstream and downstream projects in Europe, the Middle East and Africa. Previously, Victor worked at AKE International, a political risk consultancy, where he focused on North Africa and the Levant.

    Victor holds an MSc in Comparative Politics from the London School of Economics and a BA in Middle Eastern Studies and Economics from McGill University.

    Victor has lived in the UAE, Oman, Egypt and Jordan and regularly travels in the region. He speaks French, English, and Arabic.
