The situation
Any Olympic event is a target for a wide range of threat actors. Control Risks was contracted by the London 2012 Delivery Partner to provide venue and infrastructure security design assurance for the Olympic Park to ensure the safety of the visitors to this globally televised event.
Control Risks’ approach
In addition to developing security policies, plans and concepts of operations (informed by thorough risk assessment methodology), Control Risks’ technical security design experts also advised on the build-in of security into architectural plans, and the development of operational requirements for technical security measures for the Olympic Park
Our work included the following:
- Managed the delivery of level 1 and 2 security requirements, including Secured by Design, Home Office Scientific Development Branch (HOSDB) and Centre for the Protection of National Infrastructure (CPNI) requirements during all Royal Institute of British Architects (RIBA) stages. We delivered this on time and in budget. We also provided assurance on all deliverables and performance specifications.
- Created and managed a security design and delivery assurance program.
- Managed third-party external security design and delivery assurance program.
- Provided design assurance for the construction site entry plazas and perimeter security.
The outcome
Control Risks was embedded in the design teams for the Olympic venues (Olympic Stadium, Aquatics, Velodrome, Basketball and IBC/MPC). Our team integrated with the utilities design teams and other teams to provide infrastructure designs for the Olympic Park. Control Risks’ consultants became an integral part of the design management process. They were key in identifying potential issues, ensuring the Olympic Delivery Authority developed its security requirements and provided that information to the relevant design teams.
