Jay is a Director in Control Risks’ Security Design Engineering in North America. He is responsible for Control Risks’ risk assessment-informed physical protection systems (PPS) design and project management services. This portfolio includes related physical security and program design-driven risk reduction deliverables for government agencies and global commercial enterprises.
In addition to PPS design projects, Jay also built and personally managed security programs for a diverse range of organisations. This unique experience gave him a clear understanding of how effective design enhances safety, reduces operating costs and supports the business cases that Security Directors and Chief Security Officers (CSO) require to gain and maintain executive and organisational buy-in for their short- and long-term security program goals.
Recent tasks that Jay has worked on include:
- Managing multi-site security assessments, PPS design projects (perimeter security, video surveillance, access control, intrusion detection, duress annunciation) and protection program evaluations for large institutional clients, Fortune 500 companies and Engineering News-Record (ENR) 100 design firms.
- Mapping and analysing crime activity data influencing PPS design projects (access control and video surveillance), for determining optimal device placement, security force patrol planning, and resource allocation decisions for multi-family housing developers and associated public oversight agencies. This includes pre-acquisition physical security, crime prevention through environmental design (CPTED) assessments and design programming for these large housing developments.
- Creating an inter-modal transportation security practice area offering physical security consulting services, including security assessments, PPS design and program management reviews for multiple surface transportation providers in North America.
- Providing security force management, assessment, and exercises; as well as the development of PPS design requirements, system operations and lifecycle maintenance management for multi-service, high-security military facilities and defence industrial base production campuses, and their associated data centres.
- Developing a security program and design standards for multi-site and multi-state healthcare providers; and international data center operators and renewable energy organisations.
- Planning, managing and implementing expeditionary force protection, facility hardening projects and guard force operations for major military facilities with large supporting civilian workforces in active conflict areas.
Jay began his career providing physical security for naval strategic weapons and continued in other roles related to physical security, continuity of operations and exercise program management for several engineering, logistics or consulting firms in the US and overseas.
He is board-certified in security management (CPP) and physical security (PSP) by the American Society for Industrial Security (ASIS) International, and in project management (PMP) by the Project Management Institute. Jay holds a Master’s degree in Security and Safety Leadership from George Washinton University and has also completed the Wharton School/ASIS Program for Security Executives. He has also obtained certificates in Critical Infrastructure Protection (CIP) and Nuclear Security from Texas A&M University.
