Zoe Phillips is a Principal in Mexico City where she leads Control Risks’ Compliance, Forensics and Intelligence practice. 

Zoe focuses on business intelligence, due diligence and social risk projects in Mexico, Central America and the Caribbean. Zoe has extensive experience managing complex intelligence-driven investigations and is experienced in advising clients on key integrity and corruption risks in the region.


Examples of Zoe’s recent experience include:
  • Strategic business intelligence as part of extensive pre-acquisitional support in the Mexican energy sector, focusing particularly on identifying possible issues relating to corruption, social risk and the political influence of potential project partners.
  • Stakeholder mapping for an infrastructure project in Central America, providing detailed profiles of relevant stakeholders and their potential impacts on the project, as well as potential engagement strategies.
  • Comprehensive due diligence in the Mexican and Central American energy sectors focusing on contextualising and corroborating allegations of corruption, influence peddling and possible criminal links.
  • Internal investigation for a manufacturing client relating to issues of internal theft and security gaps in northern Mexico.

Prior to her current role, Zoe was Head of Research based in Control Risks’ Mexico City office, during which time she managed research requirements in Mexico, Central America, the Andean region and the Caribbean. Zoe has a Master of Arts (Politics) from the National Autonomous University of Mexico (UNAM) and a Bachelor of Arts with honours in Politics and Spanish from the University of Melbourne. Zoe speaks fluent Spanish.
