Sebastian Boe is the Africa and Europe Analyst in the Special Risks Analysis team based in London. Sebastian is responsible for providing analytical support to deployed Response consultants on active kidnap-for-ransom and extortion cases, sharing insights on kidnap and extortive crime on Control Risks’ online subscription service CORE, and producing bespoke consultancy work detailing kidnap-for-ransom and extortion trends specific to individual client exposure.


Sebastian’s recent consulting experience includes:
  • A detailed analysis of the kidnap-for-ransom and militia detention threat in Tripoli, Libya, for an engineering company deploying to the city. The report examined the threats presented by different kidnap actors in the city as well as the dynamics of the politically-aligned militia environment and the related potential for illegal detention during the deployment.
  • An in-depth comparison of the differences in kidnapping styles between urban criminal gangs and creeks-based groups in southern Nigeria for an oil services client with significant exposure to kidnapping in the area. The report outlined the differences in kidnappers’ tactics and the captivity arcs experienced by their victims. 
  • A multi-city comparative threat assessment for a major automobile manufacturer for its sites across Europe, incorporating the threat of kidnapping as well as associated extortive crime such as express kidnapping, tiger kidnapping and virtual kidnapping.


    Prior to joining Control Risks, Sebastian was a Senior Analyst at IHS Jane’s covering Africa on its Armed Forces Desk, tracking defence procurement, state military capabilities and operations on the continent. Previously, he was a Country Intelligence Analyst at IHS Country Risk, covering political and sub-state security risk in West Africa. Sebastian has also worked on projects on African security and defence issues for Drum Cussac and Transparency International. He has a Masters in International Security Studies from the University of Reading, an undergraduate degree in Foreign Affairs from the University of Virginia, and a Professional Certificate in Security Management. Sebastian is fluent in French.
