Rory is a Partner within our High-Risk managed Services practice and is currently the Operations Director for our business in Iraq and also oversees our Ukrainian operations. He manages our offices in Basra, Baghdad, Erbil and Kyiv providing security, operational and political risk management advice and services to our Iraq and Ukraine based client portfolio, drawn from various sectors including extractives, energy, finance, development and diplomatic.

Before joining Control Risks he enjoyed a successful career as an Officer in the British Army serving in multiple operational theatres and retiring as a Lieutenant Colonel. His roles included commanding an Intelligence, Surveillance and Reconnaissance Task Force in the Balkans, and a counter terrorist funding surveillance team in Northern Ireland, spending time on exchange with the US military and serving as the Operations Director for all the multi-national Special Forces in Afghanistan.

Recent tasks that Rory has worked on include:

  • Advising the Governments of Ukraine and the UK on creating and regulating a post conflict Private Security Company strategy to enable safe, secure, compliant and ethical reconstruction activities.
  • The management and leadership of three discreet protective services businesses in southern, central and northern Iraq supporting a wide range of sectors and conducting over one hundred high risk moves daily, enabled by a team of 2800 expatriate and Iraqi staff and comprising of a fleet of over 400 armoured vehicles.
  • Designing a through life operational risk and mitigation plan and security architecture for a major IOC looking to conduct long term operations in ISIS dominated territory.
  • Rory is a graduate of the Royal Military Academy Sandhurst and the Joint Services Command and Staff College. In a career break from Control Risks he spent three years as the CEO of a boutique Private Equity Company.
