Paul provides political, operational and security risk analysis on East Africa to a broad range of clients through tailored reports and Control Risks’ subscription services, Country Risk Forecast and PRIME. Paul frequently conducts bespoke consulting projects.


Paul’s recent consulting work includes:
  • A detailed corruption risk assessment of Kenya’s financial sector and the corruption risks the client would face, to support internal planning and the management of potential risks presented by the complex business environment
  • An in-depth market entry study of the upstream oil sector in Kenya, including risks relating to political stability, security and policy and regulatory issues for an international oil company.
  • A detailed security threat assessments for a large scale, cross-border infrastructure project in East Africa, including provision of practical recommendations for risk mitigation
  • Detailed, project risk assessment for a mining company in Tanzania


    Paul frequently travels to East Africa to develop in-country contacts and carry out client projects.

Prior to joining Control Risks, Paul was an analyst with risk consultancy Maplecroft. He worked on political and security risks in sub-Saharan Africa for a number of global corporations, international organisations and government departments. Paul was further responsible for the quantification of political and security risks, and worked on a number of bespoke consulting projects. He also held a position with the European Commission’s Joint Research Centre monitoring the compliance of countries in sub-Saharan Africa with the Kimberley Process Certification Scheme..

Paul gained an MA in International Conflict Studies from King’s College London, where his work focused on the possibilities of using open source intelligence in the context of conflict early warning and response in sub-Saharan Africa. He holds a first-class Bachelor’s degree in Political Science from the Albert-Ludwigs-University Freiburg. Paul is fluent in English and German.
