Michael Cullen is a Senior Partner with Control Risks, based in Bogotá and responsible for the management of the company’s Andean operations that run from Panama to the Southern Cone. Prior to this role, he was based in New York City where he managed Control Risks' client management function for the US East Coast and eastern Canada, and led Control Risks' Legal Technologies practice on a global basis.

Michael Cullen is a Senior Partner with Control Risks, based in Bogotá and responsible for the management of the company’s Andean operations that run from Panama to the Southern Cone. Prior to this role, he was based in New York City where he managed Control Risks' client management function for the US East Coast and eastern Canada, and led Control Risks' Legal Technologies practice on a global basis.

Michael has worked in the international risk management field for 20 years. He has been posted in New York, Sydney, London, Bogotá, Manila and Los Angeles, and has worked extensively throughout Asia, Latin America, Europe and North America. His technical specialties are legal compliance, corporate governance, anti-money laundering policies and audits, anti-corruption, community relations management, and political and security risk consulting. He has worked across all major industries, and has specific sectoral expertise in relation to mining, oil and gas, and infrastructure.


Examples of Michael’s work include:
  • Acting as a strategic advisor to a major oil and gas company trying to understand pre-entry political, social and reputational risks associated with one of the world’s most hostile environments.
  • Developing and implementing an enterprise risk management system for a large pipeline operator in Colombia.
  • Advising a Canadian agency evacuating its employees from a hotel in India under terrorist attack, and then subsequently rebuilding its crisis management protocols and training regime.
  • Conducting fraud and corruption investigations in the Asia Pacific region.

Prior to joining Control Risks, Michael worked as a litigation attorney. He holds a Master of Laws, Bachelor of Laws, and Bachelor of Economics from the University of Sydney, where he was awarded the John S. D'Arcy Memorial Prize for International Relations. He also holds a Master of Arts degree (awarded with High Performance) in International Relations from Cambridge University. He holds Diplomas in Government (Fraud Investigations & Fraud Prevention) and a Certificate IV qualification in Risk Management. Michael attended the Leadership in Crises program at Harvard University’s John F. Kennedy School of Government, and the High Impact Leadership course at Columbia University Business School. He is a Certified Fraud Examiner (CFE) and a Certified Anti-Money Laundering Specialist (CAMS). Michael is a regular conference presenter and media commentator on political, security and integrity risks.
