Choon Kwang is an Associate Director for Control Risks’ Crisis and Security Consulting practice in Singapore. He covers security consulting, crisis management, COVID-19 pandemic management, and operational risk management focusing on South-East Asia, where he assists clients with security risk management, business continuity and crisis management.
Choon Kwang has held several key leadership positions in Singapore and China in the private sector, managing security and business continuity at both government-linked and commercial sector organisations. His relevant background includes being a security consultant in Shanghai as Vice President, Risk Management & Protective Security, supporting Fortune 500 clients in risk management and protective security services. Prior to joining the private sector, Choon Kwang spent about 18 years in the public sector in law enforcement, ranging from frontline policing, criminal investigations, public order and public security operations and training to risk assessment and research in counter-terrorism. During his police career, he participated in three overseas missions, two of which were United Nations peacekeeping duties in Cambodia and East Timor. His last posting in the police was a 2-year secondment as a Senior Analyst at the Joint Counter-Terrorism Centre in the Prime Minister's Office of Singapore.

Choon Kwang graduated with a BSc (Econ) (2nd Upp Hons) in Banking & Finance from the University of London and holds a master’s degree in Security Management from Edith Cowan University. He is a Certified Protection Professional (CPP) with ASIS International, Business Continuity Certified Expert (BCCE) with Singapore’s Business Continuity Management Institute, and an ACTA trainer certified by Singapore’s then-Workforce Development Agency.
